Subject: Peer-written freeze response tools for court and program settings
Hello,
My name is William Dane Lingar. I am the CEO, President, and majority owner of Capitol Contracts LLC.
Capitol Contracts LLC is sharing The Rescue Boat: Survival Doctrine, a peer-written educational framework designed to help court-adjacent programs, probation/reentry staff, advocates, and community organizations translate trauma, addiction, shame, and freeze responses into practical communication tools.
The goal is not to excuse behavior or remove accountability.
The staff task is not to affirm the behavior. The task is to identify the function, name the damage, and redirect toward safer tools.
We are currently sharing three standalone print-ready inserts from the framework:
1. Freeze Response Communication Sheet
2. Court / Program Communication Handout
3. Institutional Survival Doctrine Toolkit
These tools are built for quick use in high-stress settings where participants may shut down, miss appointments, freeze under authority, or struggle to communicate clearly.
They are educational peer resources — not therapy, legal advice, or medical treatment. No trauma disclosure is required.
Would you be open to reviewing the inserts to see whether they may be useful for your staff, participants, or program setting?
Respectfully,
William Dane Lingar
